at the courthouse, that is the legal ceremony. your best man speech is suppose to take place at the reception. you should not do it there.
hold off on the speech until the reception at the formal wedding.
My big brother is having a court wedding for some reason and plans to have a second “formal” wedding within a year. I’ve never been in a court wedding so I’m not really sure how it goes. My question is, should I worry about giving my “best man” speech then; or hold on to it until the formal wedding a year later? I guess I also want to know if the court wedding will be too quick that there’ll be no time for anything except for them to exchange their vows?

The best mans speech is generally given at the beginning of the wedding reception dinner and given as a toast to the bride and groom.

The best man speech is never spoken during the actual wedding ceremony..no matter if it is a courthouse or an elaborate ceremony..
The best man gives his speech at the reception once everyone has taken their seats before the dancing and partying starts..
( the parents and maid of honor also say their speech at the reception )
many people do it right after the bride and groom are announced and they are getting ready for the champagne toast..
