If only the best man is giving a speech at the reception, should the maid of honor give a speech at the rehearsal dinner or say something at least?

She can if she wants to. I’m sure the bride and groom would think it was nice. : )
At our rehearsal dinner, my father-in-law gave a toast. My husband and I also said some words of thanks to everyone.

if you are the sister then maybe you should mean it is you sister of brothers wedding so maybe they dissever and just Speak from the heart and if it is a friend then it is up to you.
