Yes, typically the best man will give his speech and propose a toast. Sometimes though, the bride and groom have others that they would like to make a toast as well, such as the maid of honor, and father of the bride/groom.

Yes otherwise there is simply too much talking when all everyone wants to do is eat, dance, and celebrate with the couple. too many speeches makes a reception too boring.

Pretty much. Technically a toast is to simply say, “raise your glasses and toast to the bride and groom.” But people say “speech” because usually more is said than that. Usually he’ll give a 1-2 minute speech and then toast to the bride and groom.
